Upgrades: Transitioning Local Governance Modules To Spring Boot Version 3.2.2

Refer to this document for the code changes required in the registries for upgrading Spring boot and client libraries.

The following libraries have been upgraded, along with the above documentation.

1. The logback version is upgraded to the latest version to be compatible with LTS.

<logback.version>1.4.11</logback.version>

1. The Javers-core version is upgraded to be compatible with Java 17

1. The following libraries were earlier used from the egov-commons library. This import is removed in the latest version, so we have included it here.
